The line before 2024 is a caution — see the note below.
The ЕГЭ (Unified State Exam) figures are the average score per exam, out of 100, of the students admitted on their ЕГЭ results to full-time bachelor's and specialist programmes. Each is ONE figure for the whole institution, pooled across all its programmes — medicine and teacher training share one number — so it is not a cut-off for any programme. The ЕГЭ is Russia's school-leaving exam; most foreign applicants are admitted through the Russian government's quota or the university's own entrance tests instead. That is why this section is a directory, not a matcher.
The monitoring publishes the average in several cuts that differ a lot: state-funded places only, state-funded excluding entrants with special rights and targeted-training contracts, fee-paying places only, and the lowest score admitted on each programme averaged over the institution's programmes. They are shown separately and never combined.
The combined average (state-funded and fee-paying) is shown for the monitoring's 2021–2025 rounds. The line before 2024 is a caution, not a finding: some institutions' averages move sharply between the 2023 and 2024 rounds and the monitoring documents no change of method, while across all the institutions listed the typical year-to-year change is under one point in every round.
What it costs
State-funded (бюджетные) places carry no tuition fee; students on fee-paying places (по договорам) pay the fee the institution sets. Foreign citizens can study on state-funded places through the Russian government's quota, or pay the institution's fee. The monitoring publishes no fees.
