There is no central application system: you apply to each institution directly. Programmes usually start: Autumn: the University of Montenegro's call for first-year places runs in late June, with later rounds for places left over.

International applicants: Foreign citizens apply to each institution directly; at the University of Montenegro the call for state-funded first-year places is open to foreigners "in accordance with the law", and its admission rules give them fee-paying status.
Language: Proof of the language of instruction (Montenegrin, or English for English-taught programmes).

Key dates

The last University of Montenegro call we read (first-year places for 2025/26) took applications on 26–27 June 2025, with later rounds for places left over; we found no dates for a later call. Private universities and faculties set their own dates.

Your checklist

The usual steps for an international student applying to a bachelor's in Montenegro, in order. Tick them off as you go — your ticks stay in this browser, with no account.

1.Choose an institution and programme; check on AKOKVO's register that the programme is listed as accredited.
2.Check the language: most programmes are taught in Montenegrin; a few are taught in English.
3.Start the recognition of your secondary-school diploma early — at the University of Montenegro you may apply conditionally with proof that recognition has been requested.
4.Prepare proof that you know the language of instruction, unless you finished secondary school in one of Montenegro's official languages.
5.Apply in the call's window: applicants whose results aren't in Montenegro's registers (including foreign citizens) hand in the application and original documents at the faculty's student office.
6.Sit any entrance exam the programme sets (medicine, dentistry, architecture, psychology, sport and arts programmes at the University of Montenegro).
7.Ask the faculty whether you would pay tuition and how much — the University of Montenegro's admission rules (2009, amended to 2014) give foreign citizens fee-paying status, but fees for foreign students aren't published.
8.Apply for a temporary residence permit for study once you have the confirmation of enrolment.
