Legal basis and accreditation
As CONEAUPA lists them, read 20 October 2026; each links CONEAUPA's copy or the Gaceta Oficial. Each list is CONEAUPA's. Where its list of private universities and its status page write the same decree with different numbers or dates (both linking the same Gaceta Oficial copy), both readings are shown — the Gazette copy is the authority.

CONEAUPA, Panama's national council for university evaluation and accreditation, accredits universities as institutions and, separately, individual degrees. CONEAUPA notes that under Executive Decree 539 of 2018 (art. 166) an institutional or degree accreditation that has expired and is awaiting renewal stays in force until the re-accreditation process is complete. Being on CONEAUPA's lists means a university holds a law, decree or resolution authorising it; accreditation is a separate evaluation, and an accredited university's degrees are not each accredited individually.
Students and graduates, 2023–2024
Enrolment is INEC's count for the first semester of the 2024 academic year at the public universities; 2024 figures are provisional. INEC publishes private universities only as one combined figure — their individual data are confidential under Law 10 of 22 January 2009 — so no private university's enrolment is shown. “Postgraduate” is INEC's posgrado: special courses and specialisations, separate from master's and doctorates. A licenciatura is Panama's first university degree.
