How to read this, and what isn't here
This is Angola's network of public higher-education institutions as Decreto Presidencial 285/20 defines it, with the two amendments published since then (Decretos Presidenciais 32/21 and 272/25) applied. It gives each institution's name, type, seat and the decree that places it in the network — nothing more. Institutions that answer to other ministries, such as military and police academies, may sit outside this network, and a later decree may have changed it; neither is shown here.
The decree's preamble says the earlier network, organised in academic regions under Decreto 7/09, had not lined up with the country's regional development planning; the decree itself names no region, so institutions are grouped by the province of their seat. Provinces are as the 2020 decree names them.
Private and public-private institutions are authorised by decrees of their own and are not part of this network, so they are not listed here.
The higher-education ministry (MESCTI) publishes a statistical yearbook with students, candidates and graduates per institution, but the government's site terms allow reproduction only for non-profit purposes, so none of those figures are used here.
Under Decreto Presidencial 310/20 (arts. 13 and 157), students at public, private and public-private institutions alike pay tuition (propinas), fees and charges. The decrees used here set no amounts, and no national fee table for international students was found.

From Decreto Presidencial n.º 285/20, de 29 de Outubro, as amended by Decreto Presidencial n.º 32/21, de 2 de Fevereiro and Decreto Presidencial n.º 272/25, de 31 de Dezembro. Listed under the province of the seat the decree gives. 8 institutes share the name “Instituto Superior de Ciências da (de) Educação” and several polytechnic institutes are called just “Instituto Superior Politécnico”, so the place in brackets after a shared name is ours.
