Universities in Europe's small states

Luxembourg, Andorra, San Marino, the Holy See and Monaco each have only a handful of higher-education institutions, so they share this page. For each, it lists what the official source holds — 37 institutions in all — with the body to check recognition with: Luxembourg's ministry list with every accredited programme and its validity dates, Andorra's eight authorised universities, San Marino's university and music institute, and the pontifical universities of the Holy See, which are located in Rome, Italy. Monaco's government publishes its own list, which is linked rather than restated. Names, types, dates and websites only — no fees, enrolment figures or rankings.

This is a list of what each country's official register or regulator lists, as read on the date shown — not proof that an institution or a qualification is accredited or recognised. Check with the regulator before you apply.

Luxembourg

Regulator: Ministry of Research and Higher Education (MESR) · List of recognised and accredited higher-education programmes (updated 17.07.2026) · read 24 October 2026

The ministry's list covers the Université du Luxembourg, whose programmes are recognised by law, two specialised higher-education institutions with accredited programmes (LUNEX and the Luxembourg School of Business), and 15 lycées that run accredited BTS programmes (brevet de technicien supérieur, a two-year higher-education diploma). Each programme is shown with its validity dates as the list gives them (day.month.year). Only programmes still valid on 17 July 2026, the list's own date, are shown; a programme that starts after that date is shown "from" its start. The list also keeps 38 programmes whose accreditation had ended by then — some with a run-out period for students already enrolled — at these and 8 other institutions; they are counted here, not listed.

To check recognition: MESR: recognition of higher-education qualifications.

San Marino

Legal texts: Consiglio Grande e Generale (laws and decrees) · Legge 31 ottobre 1985 n.127 · Decreto Delegato 11 settembre 2024 n.150 · read 24 October 2026

San Marino has two higher-education institutions, both public. The Università degli Studi della Repubblica di San Marino was established by Legge 31 ottobre 1985 n.127 as a public body with administrative autonomy. The Istituto Musicale Sammarinese is a public-law institute (Decreto Delegato 11 settembre 2024 n.150, which replaced its 1994 founding law) that may run academic courses leading to its own qualifications. The national statistics office publishes no student numbers per institution; the one figure shown is the university's employees from its public-sector staff table.

Holy See — pontifical universities in Rome, Italy

Holy See body: Dicastery for Culture and Education (DCE) · DCE database of ecclesiastical institutions · read 24 October 2026

These are the pontifical universities and athenaea of the Holy See located in Rome, Italy, as the Dicastery for Culture and Education's database lists them (9). The database lists no institution in Vatican City State itself. It also lists pontifical faculties and institutes in Rome, some of them part of these universities, which are not shown here. The Dicastery marks the database as a beta version and says its completeness depends on each institution keeping its own record up to date. These universities award the Holy See's ecclesiastical degrees; they are not part of Italy's state university system and are not in this site's Italy section.

To check recognition: DCE: recognition of qualifications.

Monaco

Official site: Government of Monaco (Mon Service Public) · Higher education in Monaco (government page) · checked 24 October 2026

Monaco's government publishes its own list of the higher-education institutions in Monaco on its Mon Service Public site, linked above. That site's terms of use forbid reproducing any of its content — names included — without the Government's permission, so the list is not restated here. See the regulator’s own website.

Sources

Institution names, types, cities and websites are restated as facts from each official list; no register's text or layout is reproduced, and no figures are shown except where the source's licence allows reuse. Ordering, anchors and English labels are CollegeMatcher's. CollegeMatcher provides information, not admissions advice.

What isn't here, and why

Monaco's government site forbids reproducing any of its content, institution names included, without permission (checked 24 October 2026), so only its own page is linked.

Liechtenstein has no section here: see Studying in Liechtenstein, from the European Commission's Study in Europe profile. Malta, the smallest member of the European Union, has a Study in Europe guide too.

None of these sources is published under an open licence, so no figures are shown — except one for San Marino, whose statistics office allows its tables to be used with the source cited. It publishes no student numbers per institution.

For every other European country, see Study in Europe.
