What it costs, and what isn't here

Under the Higher Education Act (§ 16), study on an Estonian-language programme is free for a full-time student who keeps up the required credits; at a private institution this applies only to programmes that receive state activity support (§ 46). Students on programmes taught in other languages, including English, and part-time students may be charged fees, which each institution sets — Study in Estonia gives €1,500 – €15,000 a year as the usual range for bachelor's and master's programmes, with a few more expensive exceptions.

Which study-programme groups each institution may teach is decided by the minister of education under the Higher Education Act (§ 10) — earlier rights granted by the Government carry on until the minister re-grants them (§ 48). We found no published list of those decisions, and the current Higher Education Standard no longer has an annex naming institutions, so programme groups aren't shown here. Each institution's own website lists its programmes.

No student numbers, fees, entry thresholds or graduate outcomes are published per institution as open data — the ministry's statistics portal (Haridussilm) shows them only as interactive reports, without files or a licence — so this is a directory, not a matcher.

Grouped as the ministry lists them (its list was last updated on 25 May 2026). Beside each: the term of its latest institutional accreditation, as listed by HAKA on 23 October 2026. The Estonian name is the official one, as the ministry lists it; English names are those Study in Estonia, the Education and Youth Board's programme, uses.

Institutional accreditation assesses the institution as a whole — its management, teaching, research and resources — not each programme. Under the Higher Education Act (§ 38), HAKA accredits an institution for seven years where it meets the requirements, for three years where it has deficiencies to remedy, or refuses accreditation. Terms are as listed by HAKA on the date we read its page; a listing is not a statement that an institution is accredited today.
